How to set time for subtitles ?

I'd like to translate some movies,but I dont know how to make the subtitle file (which usually has the extension srt,sub,....).When u open such a file .each statement has its time below, written in a certain way.I think its impossible to just create a new txt file and write each statement that way.So I'm sure thar there must be another way .I need your advice

1. Hi ! there are specialized tools for making subtitles . I only use once for translating Batman, and I use Subtitle Workshop. The easy way is to find a subtitle that had already the timestamps and just replace the text.
