why do arabic files on my windows XP appear to be symbols when i open it?

i want to add some subtitles for a movie because we are having a party and gonna watch a movie that i downloaded and a friend of mine is arabic and won't understand everything in the movie , so i go to the web , download the subtitles and open it in the software which adds subtitles to videos , and then all the arabic text appear like symbol(a with a dot over it , 5 attached to a c from below and stuff) , so just to make sure that the error isn't from the subtitle software , i downloaded an arabic text file and the same thing happened , do i need to download anything? if yes please tell me the accurate steps , thanks in advance

2. Dear .... I had the same problem too....but I solved it...it was when I receive an Arabic e-mail it comes into symbols too...so try this... Start----Run---type the word (regedit)---press OK---press Edit---press Find---then type (C_28591.NLS)---press Delete. Then do it once more, press Edit---press Find---type (C_28591.NLS)---press Delete Then restart your computer again Try this solution and re-inform me Good luck
