What is the difference between Closed Captions and Open Cations?

Because we have open cation showings of certain movies at the theater I work a t but then i'll watch TV and it will say "closed captioning provided by" whereas in my eyes they're both subtitles.

1. Closed captioning can be turned off by the viewer. Open captioning can not.
