Can I put english subtitles on a spanish channel of dish network?

I want to understand what they say because I don't speak spanish myself.

1. It depends on the program. Some programs only support subtitles in the language that is being spoken; others support subtitles in other languages, as well. You will need to check with the current program that you are watching.
2. Technically it can be done, but it's all up to the people who produce the show. If they have a reason to create an english subtitle for the show they will. If they feel there is no market for it, or that there are so few people wanting this feature, they might not bother. Turn on the closed caption option, there is more than one stream, look for an english one.
3. I think the best thing you can do is to enable the Closed Caption, if your tv has that feature.
