How to translate subtitles?

I got a movie from Japan that has Japanese and Chinese subtitles but I want to translate the subtitles to English. Can anyone help find a program to translate the subtitles into English?

1. Movies subtitles are made by professional translators not computer programs. A part from a perfect knowledge of both languages, these guys have to fit with the original length of sentences (Synchronization). They use then computer for editing on the movie but not for translation.
